World shares gain as U.S. storm damage seen limited

LONDON (Reuters) - World shares rose modestly while the dollar weakened on Tuesday as the initial impact of a massive storm in the United States looked to have been less severe than feared.

The greenback was also knocked by a resurgent yen after the Bank of Japan disappointed many investors by easing policy less aggressively than had been hoped after a slump in factory output and exports during September.

However, activity was subdued everywhere since U.S. share and bond markets were closed on Tuesday as one of the biggest storms to hit the country, codenamed Sandy, left large areas of New York City without power or public transport.

The FTSEurofirst 300 index of top European shares <.fteu3> was up 0.75 percent at 1,101.90 points and, after gains earlier in Asia, the MSCI world equity index <.miwd00000pus> had risen 0.3 percent to 328.88 points.

U.S. stock index futures, which kept trading in Europe, edged lower but volumes were very light. <.n/>

Strategists said it was too early to tell what impact the destruction caused by Sandy might have on markets.

"Volumes are very low with Wall Street (closed), which makes today's gains quite fragile, and the potential impact of the storm for the insurance sector, estimated at around $20 billion, has not been priced in yet," said Patrice Perois, trader at Kepler Capital Markets in Paris.

Demand for the dollar and U.S. bonds tends to rise in times of reduced appetite to take on risk, but if widespread damage prompts speculation the U.S. Federal Reserve could ease monetary policy further to shore up the economy, they could fall back.

Across European stock markets' attention was on corporate earnings with results from well known names like Deutsche Bank , Swiss banking giant UBS and oil major BP lifting prices. UBS shares leapt over four percent as it confirmed a plan to cut 10,000 jobs.

Britain's FTSE 100 index <.ftse> was up 0.8 percent, Germany's DAX index <.gdaxi> up 0.9 percent and Switzerland's SMI index <.ssmi> up 0.5 percent.

MODEST BOJ MOVE

In currency markets, the yen rose broadly after a new plan from the Bank of Japan to increase its asset purchases by 11 trillion yen ($138 billion) disappointed some market players who had positioned for a more aggressive increase.

"It was a very skeptical response to the BOJ policy meeting, made worse by the fact they have revised lower the growth and inflation outlook," said Jane Foley, senior currency strategist at Rabobank. "That has seen the yen unwind a lot of the softer tone we saw going into this meeting."

The dollar hit a one-week low of 79.28 yen and was down 0.3 percent against a basket of major currencies at 79.67 points. <.dxy/>

The weaker dollar helped the European common currency climb 0.4 percent to $1.2958, with lower yields on Spanish and Italian bonds adding to the better mood.

But gains for the euro are still expected to be limited by continuing questions over whether Greece can agree a deal with its creditors, and when Spain might request financial aid.

Spain fell deeper into recession in the third quarter and prices rose sharply in October, according to new data, keeping pressure on the government to take some action as the prospect of further civil unrest grows.

"Spain's economy is suffering terribly, which will continue to hit government revenues, and a modest decline in bond yields will not solve the problem," said Kit Juckes, strategist at Societe Generale.

Prime Minister Mariano Rajoy has maintained an ambivalent stance towards applying for a politically embarrassing rescue that would kickstart an ECB bond-buying programme and ease financing costs.

Investors, too, seem willing to wait; 10-year Spanish bond yields were little changed at 5.66 percent.

German government bonds, the benchmark of European fixed-income markets, were also mostly flat.

Italy was even able to sell 7 billion euros of new five- and 10-year government bonds at its lowest cost since May 2011.

Italian 10-year yields were 3 basis points lower on the day at 4.98 percent, having risen about 25 basis points in the last two weeks.

OIL FLOATS

In oil markets, prices were edging higher as traders awaited news of the damage inflicted by Sandy on refineries and pipelines, although weaker demand from the storm-hit region capped gains.

Brent crude for December rose 13 cents to $109.57 a barrel, recovering from a fall to $108.75 earlier, while U.S. crude for December was up 40 cents at $85.94.

U.S. gasoline futures were little changed at $2.7530 a gallon, after climbing more than 5 cents on Monday on expectations of tighter supply.

"People are just holding back a little bit to see if there's any real damage and impact, and at the moment it's too hard to see," said Bjarne Schieldrop, an analyst at SEB in Oslo.

Obama cancels Florida event, returns to Washington to monitor storm

Orlando, Florida (Reuters) - President Barack Obama canceled a campaign event in Florida on Monday to return to Washington ahead of Hurricane Sandy, a White House spokesman said.

"Due to deteriorating weather conditions in the Washington area, the president will not attend today's campaign event in Orlando," White House spokesman Jay Carney said in a statement.

"The president will return to the White House to monitor the preparations for and early response to Hurricane Sandy," he said.

Sandy, a massive storm bearing down on the U.S. East Coast, has forced the evacuation of hundreds of thousands residents.

Obama arrived in Florida on Sunday night, coming a day early to try to beat the storm. He was to have held a joint campaign event with former President Bill Clinton.

Clinton, who has been a popular surrogate for Obama, will still attend the rally.

Obama was to have returned to Washington around 2 p.m. EDT (1800 GMT) on Monday, but safety concerns appear to have hampered that plan. He now will return around mid-morning.

The president delivered pizzas to a local campaign office in Florida on Sunday night and told volunteers that the burden would increase for them because he would have to curtail his campaign activities in the coming days.

Florida is a critical battleground state in the November 6 election. Obama has also canceled events in the swing states of Virginia and Colorado because of the storm.

Despite the drawback of canceling events roughly a week before Election Day, the storm gives Obama an opportunity to appear presidential in the middle of a natural disaster.

Republican presidential candidate Mitt Romney has also canceled campaign events as a result of the storm.

'Argo' is one of the best movies of the year.

Argo has that solid, kick-the-tires feel of those studio films from the 70s that were about something but also entertained. Only it's as laugh outright amusing as it is sobering.

The movieland satire is laid on thick, but it's also deadly accurate. Schlock has never seemed so patriotic, and Arkin and Goodman have rarely been so good.

Argo is a rollicking yarn, easily the most cohesive and technically accomplished of Affleck's three films so far, but a part of me wishes the director hadn't cast himself in the lead role.

If nothing else, it proves that every so often, the CIA can pull something off - and that yes, Canadians are just about the nicest people on the planet.

The film is a whopper of a tale, one designed for Oscar nominations, Best Picture and Best Director among them.

It's exciting, it's funny, it's suspenseful. The ending is nail-biting.

This is a classy heist movie with a bizarre set-up; it's entertaining as well as thrilling.

A tense political thriller with a dash of Hollywood satire thrown in to sweeten the deal, this is a gripping crowd pleaser that is sure to take home some statuettes come Oscar season. Your move, Matt Damon.

The real Argo that's landing in cinemas now shouldn't be mistaken as anything other than a spellbinding, old-fashioned thriller. I've got sweaty palms and an elevated pulse to prove that it's one of the year's very best films.

A suspenseful, topical and surprisingly humorous film that's deserving of the Oscar buzz surrounding it.

The only real criticism, surprisingly, is Affleck. Perhaps the time has come to think about spending more time behind the camera rather than in front of it.

...incredibly entertaining, lucid crowd pleaser. I'm [annoyed] that people may hear the synopsis and go 'Oh, that's not my thing', because Argo is everyone's thing: it's one of the year's best films.

Its politics are subtle, its performances are good, and its script is amazing.

There's "creating an intense, claustrophobic situation in a foreign locale" and there's "inciting unquestioning fear of 'the other'," and Argo pulls off the former far more often than it accidentally achieves the latter.

An ingeniously conceived thriller that's almost as much about our collective love of cinema as it is a tricky international incident.

Suspenseful movie based on a true incident; Ben Affleck's stock rises as an actor and director.

It not only confirms Affleck as one of the few A-listers to have made a credible transition to behind the camera, but that he's one of the most exciting mainstream directors around, full stop.

Affleck's seamless melding of intense thrills in Tehran and biting humour in California makes for a wholly satisfying movie.

The use of dramatic licence in the finale is too obvious but aside, Argo is a solid dramatic thriller that is informative, entertaining and gripping.

The film has heart and brains as well as balls, the screenplay delivering a clear and strong story without sacrificing either political or personal context

As a real life human drama, it is extraordinary. As a thrilling movie experience, it is unmissable

A thoroughly enjoyable, well put together movie that flies by, works well and largely succeeds at what it is trying to accomplish. Also one of those movies where it feels like "I should LOVE it - but don't."

It's okay to take a few liberties in the name of a good story

A funny trip to Hollywood and gripping escape from Tehran.

More Minorities Become Franchise Operators

DULLES, Va.?Peter J. Berberena yearned to have his own business since he was a teenager waiting tables at a Denny?s restaurant in Hato Rey, Puerto Rico. He just didn?t know that it would be selling cell-phone cases with the imprimatur of Hello Kitty or Justin Bieber.

?Who in the world do you know that doesn?t have a cell phone?? teases Berberena, 39, at his kiosk at the Dulles Town Center in Northern Virginia. ?Some people have two.?

Nor did he ever imagine his business would be a franchise.

Berberena is part of a growing number of minority entrepreneurs who see the franchise model as a way to build family wealth. While an overall census of black, Hispanic, and Asian-American franchisees is not available, anecdotal data from two industry organizations suggest these types of enterprises are on an uptick.

A 2007 report by the International Franchise Association's Educational Foundation found that minority ownership increased 1.2 percentage points to?20.5 percent?between 2000 and 2007. The National Minority Franchising Initiative published a more conservative figure earlier this month (16 percent), along with a list of the 50 top franchises with minority senior management or ownership.

In the late 1990s, Berberena began working for a cell-phone accessory company, helping to open four stores in Las Vegas. About four years ago, he joined the same company with business partner Chris Whipple, who has Ethiopian roots. Together, they pooled $25,000 to secure a Cellairis franchise.

They now have two Cellairis franchises in Virginia and Maryland. And Berberena hopes the $63 billion-a-year market for mobile-phone accessories will help him expand. ?Thank God for the iPhone,? Berberena exclaims.

Berberena projects his sales to be $20,000 to $25,000 from January to October and $30,000 to $40,000 during the holiday season that starts in November. He has four employees.

Overall, minority-owned businesses have increased. Black-owned businesses increased by 60 percent to 1.9 million between 2002 and 2007, with sales receipts totaling more than $137.5 billion, latest census?figures show. Similarly, businesses owned by Asian-Americans grew by?40 percent. Hispanics, the largest minority group, are starting small businesses at twice the rate of the national average.

As the country?s population continues to change rapidly, blacks, Latinos, and Asian-Americans are projected to become a powerful economic bloc. Their combined purchasing power, estimated at?$1.6 trillion in 2010, is expected to increase to $2.1 trillion by 2015. Hispanic purchasing power alone is worth $1 trillion, and expected to grow 50 percent in the next five years.

Stan Friedman, first vice chair of the Diversity Institute of the International Franchise Association, expects minority enterprises, fueled by the Hispanic and Asian population boom, fertility rates, and immigration, will spark the nation?s economy.

Lower costs to acquire a franchise license have made these enterprises more accessible. ?The days when you needed half a million dollars [to join a franchise] have changed, especially with service industries,? says Willan Johnson, a franchisor and CEO of VivoPools, which operates in five states. ?You can get in for much smaller amounts.?

The initial cost to open a Vivo Pools outlet, for instance, is $20,000, plus another $8,000 for supplies such as chemicals and cleaning accessories.

A surge in loans backed by the Small Business Administration also has given franchisees additional oomph. During fiscal year 2011, the federal agency approved more than?$19 million?in loans, most of them 7(a), a type of loan generally used for franchises.

?You?re also seeing more participation in some forms of lending,? says Johnson, who entered the franchise pool-maintenance business in 2010 after identifying a need in California?s San Fernando Valley. Then, he says, the pool industry was fragmented. Pool cleaners were undercutting each other. ?The satisfaction was quite low.?

His first franchisee was Southern Californian Richard Figueroa, who had independently maintained pools for years. ?He?s incredibly ambitious. He soaks up the knowledge and is so customer-focused,? Johnson says. Figueroa started with 160 accounts and has added 50 since joining Vivo half a year ago, Johnson adds.

Of the seven Vivo Pools franchisees, four of them are people of color.

Johnson says that minority entrepreneurs often are set apart by their whatever-it-takes-to-succeed attitude. ?There?s a strong focus on the customer that I may not see from a nonminority. They?re very vested in wanting to build a relationship,? he says.

They?re also more likely to encourage their friends and family to join the franchise, Johnson says. ?Richard tells me, ?My father wants to become a franchisee. He sees how well I?m doing ? and he wants to be part of that.??

Overview of Job Purpose:

The World Human Resources Congress was held in Australasia for the first time ever on September 26th and 27th 2012. This opportunity was too great to be missed and hence QJumpers members Simon Oldham and Lloyd Cloughley decided to jump the ditch and head on over.
The quality of speakers was incredible; including Steve Wosniak (co-founder of Apple), Li Cunxin (author of Mao?s last dancer), Cathy Freeman (400m Olympic gold medallist), Dave Ulrich (HR guru), Rachel Botsman (Social Media trending guru), Daniel Pink (staff motivational expert) and many many more??
The event attracted over 3,500 participants from around the world and over 150 of the leading global suppliers to the exhibition area. It really was a who?s who of HR. It was great to see so many kiwis there too.

I have highlighted the key points that I took from the sessions that I attended.

Dave spoke at length about how we in the HR area of our businesses need to start looking at everything from the outside in; rather than how we see ourselves. This is relevant in all parts of business.

How do our customers see our values?
Are they the same as we say we have?
Are they the same as our advertising portrays?
Something that can help us to look form the outside in is to ask ?so that? 3 times when performing our duties. E.g. ?So that we can deliver on time, so that we can sell more, so that the shareholders are happy? ?
To keep HR delivering value, we need to think what is happening outside of our own industries. Can this affect our industry in the future. How can we use it?

We need to anticipate what our clients need before they need it. This is relevant for both of our internal and external clients.

The three most important questions that we need to focus on in HR are:

3. Culture

Access is becoming more important than ownership. Technology enables the common person to make use of ?Idling capacity? ? untapped skills or assets:
There will be 1.3 Bn mobile workers worldwide by 2015. 35% of the time a desk in a traditional office is unoccupied . Liquid space was set up as a desk sharing company. Social, mobile and location technology is enabling this (SOMOLO).

Social networking is becoming a service network to get things done rather than just connecting or communicating like we think of it now.
There has been a trust evolution from the Information Age (emails), to the Social Age (connecting people to each other) to the collaborative age ? using technology to share assets ? and people actually meeting to meet a need. This is called Online to offline (OTO) and it is taking the power away from large corporates and putting into the hands of the masses.

? www.skillshare.com (using your own expertise to teach others who want to learn you skills)

People are able to make and save money from their assets (e.g. Car for delivery, kitchen to sell food).
Through referrals and/or online feedback systems, technology is now being used to build trust between strangers. Trust is an essential part making OTO work.
?Reputation capital? will take over ? built up from the comments and rankings that others give us over various websites. This will eventually define us and how we will get jobs.

Stack overflow is a working example of this whereby website developers gain a reputation by answering questions. Their answers are then rated by their peers and a score is allocated. The better the answer and the more questions answered, the better the score. IT recruiters now look to this score as an indication of a developer?s skill rather than their CV.

There are three key things to keep people motivated:

1 Autonomy
Management is designed to get compliance ? to do what the company wants its employees to do. It does not give engagement. For engagement, you want autonomy, self-direction in the following things:

? Task

Some companies offer free time where employees can do whatever they like as long as it benefits the company and they present it to everyone afterwards. Often called a ?FedEx day?. Non commissioned work.

2 Purpose
Why are we doing what we are doing? Why does it matter? To get better engagement employers need to have dewer discussions around how we do it and more around why we do it. Getting buy-in brings engagement

3 Mastery
People want to improve. One of the biggest motivators in the workplace is when people make progress in meaningful work. But in order to know that they are making progress and do a good job they need feedback.

Drug, alcohol diagnoses continue to soar (is healthcare handling it ...

USPSTF advises universal alcohol screenings

NEW YORK (Reuters Health) - Possibly driven by a surge in painkiller abuse, the number of drug and alcohol problems diagnosed by U.S. doctors increased by 70 percent between 2001 and 2009, according to new research.

"We know that increases in prescription drug use are a big part of what's going on nationally. I also think - in our study - the availability of effective treatment is a big part of it as well and likely drawing people into care," said the study's lead author Dr. Joseph W. Frank, from Brigham and Women's Hospital in Boston.

Those treatments include medications such as methadone, as well as talk therapy.

The new study, which used information from two national surveys of doctors' visits, estimated that the number of those visits involving drug or alcohol abuse or addiction increased from 10.6 million between 2001 and 2003 to 18 million between 2007 and 2009.

Over the same span, the number of visits including a diagnosis of opioid painkiller abuse, in particular, increased from 772,000 to 4.4 million - almost a six-fold increase.

Psychiatry researcher Amy Bohnert from the University of Michigan Medical School in Ann Arbor said she's not surprised with the increase in opioid-related visits.

"It is quite a large increase and it does really highlight that this is a substantial problem in terms of this being a growing trend," Bohnert, who wasn't involved in the new research, told Reuters Health.

"This finding is consistent with trends in substance use disorder-related utilization at the nation's community health centers and emergency departments and, sadly, use of its morgues," the study's authors wrote in the Archives of Internal Medicine on Monday.

The Centers for Disease Control and Prevention estimate that 14,800 Americans died of an opioid overdose in 2008 - three times the number of overdose deaths 20 years earlier.

Across the U.S., it's estimated that 22.5 million people are dependent on alcohol or drugs, according to Frank's team.

BRIGHT SPOT

Despite the large increase in opioid abuse diagnoses, the researchers said their study does provide a "reason for optimism."

Specifically, the number of medicines prescribed to treat drug or alcohol problems during doctors' visits increased by about as much as the number of visits related to opioid abuse.

Those medicines were prescribed to 643,000 people between 2001 and 2003. Between 2007 and 2009, that number grew to 3.9 million people.

The most-prescribed medications were buprenorphine and methadone, which are used to treat people addicted to opioids.

The most popular treatment, however, was talk therapy, which was used in about 25 million total patients during the study period. Its use did not change much over time.

Frank told Reuters Health the findings are a mix of good news and bad news.

"I think it's a mixed bag that highlights the magnitude of the problem and suggests we're heading in the right direction" when it comes to treatment, he said.

Spears School student Trudy Hankins, a management major, was recently recognized by Spears School Dean Larry Crosby and faculty for her consulting work for Dr. W.K. Baker, owner of an area ALG (above level ground) tower.

When Baker, a retired medical doctor, contacted OSU for assistance in recruiting a cellular provider to put their antennas on his ALG tower, he got much more than he expected.

Trudy Hankins, originally from Miami, Okla., consulted with Baker and achieved something in a ?few months that (he) was unable to do in many years,? said Baker.

Hankins is one of 22 students who are a part of the Spears School Business Engagement Group (SBEG), an agency that provides business consulting and services through a team of OSU student consultants.

The request from Baker landed on the desk of Jerry Rackley, executive-in-residence in the marketing department, who is the advisor for the SBEG. ?Trudy?s work exemplifies what we want to accomplish through the SBEG. She provided the leadership, the intellect, and the drive ? everything required to have a successful outcome for a client,? said Rackley.

When the marketing department conceived of the Spears Business Engagement Group, its goal was to provide an experiential learning opportunity for business majors using real clients and real client problems.

Baker?s project was difficult because it required a lot of research in the cellular communications field. The consultant needed a thorough understanding of the ALG tower and how prospective tenants would use the tower to provide service in its community.

After Rackley initially presented the complicated project to the class, Hankins was the first to volunteer for the difficult task. Hankins took the project on by herself while other students consulted in groups. The out-come of the project resulted in Hankins solidifying numerous client prospects including AT&T and Cricket for Baker?s tower.

Baker sent a thank you note to Rackley and a check for the Engagement Group?s fee of $1,000. He also included an additional $1,000 check to Hankins, and noted that he was ?extremely pleased with her work.?

?This Engagement project is a model for all the other projects. If we had all our projects had this outcome, we would be turning clients away. We wouldn?t be able to meet demand for student consultants fast enough,? said Rackley.

The Spears Business Engagement Group serves both for profit and nonprofit organizations. Other current clients include the Oklahoma Association of Electric Cooperatives, Advance Pierre Foods and Sawyer Manufacturing Company.

CBRE today released data on rental market trends during the third quarter of 2012 for large multitenant logistics facilities in Greater Tokyo and Greater Osaka.

Noteworthy trends

* Despite the first rise in five quarters, the Greater Tokyo area vacancy rate remained?low at 4.6%.

* The vacancy rate in Greater Osaka fell significantly to 1.9% as progress was made in filling vacancies at new facilities; occupancy at existing facilities remains at 100%.

* Scarce availability of large prime logistics facilities became evident from the firm demand; the supply-demand balance continues to be tight.

The Q3 2012 the vacancy rate for the Greater Tokyo area rose for the first time in five quarters to 4.6% due in part to one facility being completed during the quarter with vacancies available, and short-term contracts terminating for large contiguous spaces. Despite this increase, it was the third consecutive quarter of vacancy rates remaining at levels under 5%, and the vacancy rate of existing facilities remained at a low 3.2%. With the firm demand, large contiguous space has become scarcely available, pushed by continuing limited availability of large-scale facilities, and rising rent levels at facilities located in favorable locations.

Activity this quarter included operational expansions among food, apparel and Internet retail distributors. There were also cases of cost cutting initiatives that included potential reconfiguration of the tenancy area, followed by companies starting to consider relocating from the coastal area to the inland areas after the earthquake as a BCP measure.

In Greater Osaka, the vacancy rate fell to 1.9% this quarter from 8.8% the previous quarter, with the filling of vacancies by a large scale facility completed last quarter. With inquiries growing more numerous, unfilled vacancies are expected to be filled?rapidly. Meanwhile, the occupancy rate at existing buildings remained at 100% for the third consecutive quarter.

?In both Greater Tokyo and Greater Osaka, strong demand and scarcity continue at large prime facilities, and rents continued to rise at some of these facilities across Tokyo,??said Junichi Taguchi, Managing Director of Industrial Services at CBRE. ?Although supply is expected to increase from Q2 2013 onwards, leasing at facilities scheduled for supply is proceeding quite smoothly compared to the period of large supply we experienced in 2008.??

If you go up the stairs at The Forresters you?ll find things are just a little bit different to when you last visited. There?s some bizarre tropical kitsch decor, thatched ceilings, and mismatched images in frames, including a woman in her birthday suit lying on a stuffed tiger. The?strangest?of all is the plastic flower and basket light decoration centrepiece near the bar. This is what a Voodoo diner would look like. Queenies is like a tropical cocktail plastic fantastic oasis from the 80s. Bizarre and random, yet, somehow it works.

The Drink and Dine boys Jaime Wirth?and?James Miller have done a great job on the refurb, (The Abercrombie, The Carrington and The Forresters), with Executive chef Jamie Thomas serving up?Pan-tropical?specialties from his Jamaican Bar and Kitchen. You?ll see a whole lot of jerk on the menu.

Must tries from the food menu are Goat Curry, with ockra, sweet potato, toasted coconut and dirty rice (just how we like it), and BBQ Jerk Corn with coconut and Hellshire Ceviche with snapper,?avocado, mango and chilli. For something even healthier, try the QLD Prawn & Green Papaya salad with lashings of mint, coriander, chilli and mango -refreshing summery salad that works well with the fruity cocktails.

If you?re super hungry and have a few friends with you, the Jerk Pork neck feast might be on the cards. One word of warning: you will not leave hungry. For a naughty end to your meal, there?s the Kingston Kreme Donuts ? so very very good and so very very bad at the same time. It?s all very hands on style food, with a heavy BBQ vibe.

For drinks ? think heavily crusted martini glasses and fruity numbers with a whole lot of mint. They do the usual bar drinks menu similar to downstairs (all the beers you love), with a slight Jamaican twist. D are definitely not lacking in alcohol. Try the Red Alert if you dare.

The music is loud, the vibe matches. So get your best plastic flower headwear on, team it with a loud and proud tropical shirt, a grass skirt, and some dreads, and get on down (or rather up the stairs) to Queenies, where kitsch rules.

Finding a dead body in the ocean may be gruesome, but for forensic scientists it can also be perplexing. Although the way a body decomposes on land is well understood, little is known about how human remains fare underwater.

Now a pioneering experiment lead by forensic scientist Gail Anderson from Simon Fraser University in Burnaby, British Columbia, Canada, is using dead pigs as a model for humans to gain insight. In this video, a pig carcass is tracked as it turns to bones in the ocean, capturing the scavengers that visit the body. Sharks are unable to tuck in since it's enclosed (as is the octopus lurking at the end of the video), giving sea lice exclusive access to the remains. They enter orifices in droves to feast on the animal from the inside out and congregate on the cage bars to prevent other arthropods, like shrimp, from getting a bite. "By the end of the fourth day, the sea lice had left and the pigs were reduced to bones," says Anderson.

Shrimp arrive to pick at the skeleton, eventually removing all the cartilage. The team then recovered the bones which, strangely, were jet black for a period of 48 hours. "This is something that has never been seen before," says Lynne Bell, a member of the team. "Colleagues are working to identify the micro-organisms collected close to the bone, which may help to identify the unique chemistry of the change."

The pig carcasses are revealing for the first time how different conditions, for example depth and seasonal changes, affect decomposition in seawater. "We have had a lot of disarticulated feet wash up on our shores in running shoes," says Anderson. "This work is showing the public how crab and shrimp activity can result in severed limbs and that's it's a normal process."

Obama, Romney cram foreign policy for last debate

WASHINGTON (AP) ? One day out from their last debate, Republican Mitt Romney and President Barack Obama are cramming foreign policy and taking a rare break from swing-state campaigning.

Monday's face-off in Boca Raton, Fla., represents one of the last major opportunities for Obama and Romney to capture the attention of millions of voters ? especially that small but sought-after group of voters who haven't yet made up their minds.

Obama was holed up in Camp David in Maryland's Catoctin Mountains, where he arrived Friday to prep for the debate, a 90-minute encounter focused on international affairs. With him at the presidential retreat were a band of top advisers including National Security Adviser Tom Donilon, campaign strategist David Axelrod and White House senior adviser David Plouffe.

Romney planned to spend the weekend in Florida, continuing intensive preparation that has consumed large amounts of his time in recent weeks.

Foreign policy has surfaced as a prominent issue in the waning weeks of the race, elevated by a deadly attack on the U.S. Consulate in Benghazi, Libya, and a restive situation in Syria. Although polls show voters continue to prioritize economic issues, both candidates are aggressively pitching themselves as more competent to be commander in chief.

Applying pressure on Obama were prominent Romney supporters, who took to the Sunday talk shows to argue the president has weakened national security and failed to lead other nations in confronting major global problems.

Ohio Sen. Rob Portman, who played Obama in Romney's debate preparations, lashed out at the president on NBC's "Meet the Press" over a New York Times report Saturday claiming that Iran and the U.S. have agreed in principle to direct negotiations for the first time. The White House later said it is prepared for one-on-one talks but that there's no agreement now to meet.

Portman said the report appeared to him to be "another example of a national security leak from the White House."

"They've done a lot of that," he added, alluding to accusations over the summer that Obama's administration was leaking security information for political gain.

Chicago Mayor Rahm Emanuel, Obama's former chief of staff, said when the president took office, the U.S. was isolated from the global community over efforts to prevent Iran from acquiring a nuclear weapon.

"Three and a half years later, the tables have been turned. Iran is isolated from the rest of the world," Emanuel told ABC's "This Week." ''Now, that was steady, determined, dogged leadership, setting out a course."

Keeping the focus on the economy, Romney's campaign released a new ad Sunday highlighting his record as governor of Massachusetts. The spot highlights Obama's recent comment that as president, he's learned "you can't change Washington from the inside."

"Some can't live up to their promises. Others find a way," the ad says, claiming that Romney worked cross the aisle to accomplish goals in Massachusetts.

Romney's campaign would not say where the spot will air.

In an unusually quiet day on the campaign trail, Romney running mate Paul Ryan was the only candidate to be out in front of voters. The Wisconsin congressman plans two events Sunday in Iowa, including one in Sioux City with country singer Mark Wills, plus an evening rally in Colorado.

Still, with a tight race closing in, neither Romney nor Obama can afford more than a few days away from the handful of states that will decide the winner.

Obama planned a whirlwind excursion starting after Monday's debate. Events Tuesday in Florida and Ohio will be followed by around-the-clock campaigning Wednesday in Davenport, Iowa; Denver; Los Angeles and Las Vegas. Then on to Tampa, Fla.; Richmond, Va.; and Cleveland on Thursday, when Obama will also return home to Chicago to vote early as part of the campaign's push for early and absentee voting.

In a sign that the candidates' time has become the most precious commodity, Obama's aides said he planned to sleep Wednesday night aboard Air Force One and would call undecided voters from the airplane between stops.

Bethune took a 7-0 lead on an Anthony Jordan two-yard touchdown run. Everett Goldberg made a 50-yard field goal with 2:18 remaining in the second quarter to give NSU its first points of the game.

Bethune led 7-3 at halftime.

The Wildcats opened the third quarter with an eight-play, 70-yard drive, capped by a seven-yard touchdown pass by Jackie Wilson to lead 14-3 with 14:55 remaining. The Spartans added another field goal late in the quarter to cut the deficit to eight (14-6).

BCU's Dion Hanks intercepted a Chris Walley pass with under a minute left in the game to seal the win for the Wildcats.

The loss snaps a five-game win streak for the Spartans and gives them their first conference loss of the season.

Isidore Jackson ran for 206 yards on 34 carries for Bethune-Cookman (4-3, 2-2 MEAC).

Howard Upsets NC A&T in Overtime

Howard defeated North Carolina A&T in overtime 35-28 last Saturday in Washington, D.C.

The Bison controlled the first half, leading 13-0, which included two field goals by kicker Parker Munoz. All of A&T's first half drives ended with a turnover on downs, a fumble and two punts.

Howard (4-4, 3-2 MEAC) led at halftime by the same score.

The Aggies (4-3, 3-1 MEAC) overcame the halftime deficit with two touchdowns, including a 20-yard touchdown pass by Lewis Kindle to lead 14-13 heading into the fourth quarter.

Both teams scored two touchdowns apiece in the final period, including a 66-yard run by Mike Mayhew and an 82-yard kickoff return by Howard's Aquanius Freeman. Neither team scored in the remainder of the game and the score was tied at 28 going into overtime.

Terrence Leffall gave Howard a 35-28 lead in the extra period with a three-yard touchdown run. The Aggies converted two first downs on its first overtime possession to reach the Howard three-yard line.

A&T was faced with a fourth and four after a Mayhew one yard loss, and Kindle was stopped short by defensive end Sackie Kerkulah, preserving the upset win for the Bison.

The loss denied the Aggies the opportunity to move into sole possession of first place in the conference after Norfolk State lost last Thursday to Bethune-Cookman.

Kindle passed for 162 yards, a touchdown and an interception for the Aggies.

Florida A&M Rallies in Fourth to Upend SC State

Florida A&M defeated South Carolina State 27-24 last Saturday afternoon in another wild MEAC contest.

The Rattlers trailed by as much as 11 in the second quarter before scoring on a Damien Fleming six-yard touchdown pass with 1:16 left to cut the Bulldogs' lead to four (17-13). SC State led at halftime with the same score.

SC State increased its lead to 11(24-13) with a 46-yard touchdown run by Asheton Jordan. It was the only score from either team in the third quarter.

FAMU rallied in the fourth behind Lavante Page's two rushing touchdowns to lead 27-24 with 2:31 remaining.

SC State was then stopped on a four-and-out and the Rattlers ran out the clock on the game's final possession with three consecutive runs by Page.

FAMU completed the comeback by possessing the ball for 12:31 of the fourth quarter. Fleming completed 34 of 40 for 297 yards and a touchdown.

South Carolina State went two of 10 on third down conversions.

Grambling Outlasts Valley in Overtime

Grambling defeated Mississippi Valley 30-24 in overtime last Saturday for its second conference win of the season.

The Tigers (3-4, 2-3 SWAC) scored the first 10 points of the game including a five-yard touchdown run by Kenneth Batiste. GSU added another touchdown in the second quarter to lead 17-7 at halftime.

Mississippi Valley scored 17 unanswered points after Grambling led 24-7 in the third quarter to tie the game at 24 going into overtime.

The Delta Devils missed a field goal in its first overtime possession and the Tigers immediately capitalized.

After a 10-yard run, D.J. Williams connected with Mario Louis on a seven-yard pass for the game winning touchdown.

Dawrence Roberts rushed for 186 yard on 18 carries for Grambling.

Mississippi Valley (0-8, 0-7 SWAC) has not won a game since the 2009 season.

Realty tax discounts cut in half

Government plans for the general overhaul of the tax system include a reduction in tax exemptions on properties, while the Finance Ministry is preparing a new system for the taxation of the incomes of the self-employed and enterprises.

In most cases of tax exemptions concerning property transactions, donations, inheritances and parental donations, the government is making plans for their reduction by 50 percent, which would significantly increase the tax paid for most transactions.

Sources also say that the draft law to be tabled in Parliament in the next few weeks will also include a single property tax to apply from 2013 that will be payable every year by all property owners, including farmers, although in the case of farmland the government is still seeking a formula for registration and taxation.

A flat rate of 28 percent of income tax will be introduced for the self-employed, the same sources said, while salary workers and pensioners will also see a wide range of exemptions abolished.
