Indian rape victim's father says he wants her named

LONDON/NEW DELHI (Reuters) - The father of an Indian woman whose brutal rape and torture provoked a global outcry said in an interview published on Sunday that he wanted her name to be made public so she could be an inspiration to other victims of sexual assault.

The 23-year-old physiotherapy student died on December 28 in a Singapore hospital, two weeks after a gang rape on a moving bus in New Delhi that ignited protests across India and neighboring countries, and prompted government promises for tougher punishments for offenders.

"We want the world to know her real name," the woman's father told Britain's Sunday People newspaper.

"My daughter didn't do anything wrong, she died while protecting herself," he added. "I am proud of her. Revealing her name will give courage to other women who have survived these attacks. They will find strength from my daughter."

Indian law generally prohibits the identification of victims of sex crimes. The law is intended to protect victims' privacy and keep them from the media glare in a country where the social stigma associated with rape can be devastating.

The father later told Reuters he had no objections to the media using his daughter's name, but did not elaborate.

There have been growing calls in India to name the victim. Politician Shashi Tharoor last week questioned the merit of keeping her anonymous, and suggested naming new anti-rape legislation after her, a proposal her father supported.

The British paper named the father and his daughter, saying that the father had given permission, but added that it would not publish a photo of her at the family's request. Reuters has opted not to identify the victim.

Citing the same law, Delhi police have started legal proceedings against TV network Zee News after it ran an interview with a friend of the victim who was with her during the attack.

He accused the police of responding slowly and failing to cover the victim and himself after they were thrown from the bus without clothes and bleeding.

MEN IN COURT

Five men have been charged with her gang rape and murder and will appear in a New Delhi court on Monday.

Despite huge public pressure to move quickly, it might take several weeks to formally begin the trial against the five men, a public prosecutor in the case, Rajiv Mohan, told Reuters. He said the case could be concluded within four to five months.

A juvenile also accused of the assault will be tried separately.

The protests and fierce public debate that followed the December 16 rape have revealed fissures between conservative Indians who blame a wave of sex crimes on a loss of traditional values and a growing new middle class used to women playing a larger role in public life.

The head of a Hindu nationalist organization linked to the main opposition force, the Bharatiya Janata Party, on Friday stoked debate by saying sex crimes and gang rapes mainly happened in urban India - a position not supported by facts.

"You go to villages and forests of the country and there will be no such incidents of gang rape or sex crimes. They are prevalent in some urban belts," said Mohan Bhagwat, the head of the Rashtriya Swayamsevak Sangh.

While India's per capita rape statistics are lower than in many other nations, one rape case is reported in the country every 20 minutes.

A global poll of experts last year by TrustLaw, a legal news service run by Thomson Reuters Foundation, showed India to be the worst place among G20 countries to be a woman.

Activists say most sex crimes in India go unreported, and official data show that almost all go unpunished. Reported rape cases rose nearly 17 percent between 2007 and 2011.

Breast Cancer Patient Prepares for Surgery with Help from her Friends

Suzanne Orosz is in the fight of her life. The 33 year was diagnosed with stage 4 breast cancer on September 11th.?An otherwise healthy Suzanne braced herself for 33 radiation sessions and 12 weeks of chemotherapy. By the time I made her acquaintance in early December she was looking strong and wearing a smile, however?the road ahead is daunting.

According to breastcancer.org: ?Stage IV describes invasive breast cancer that has spread beyond the breast and nearby lymph nodes to other organs of the body, such as the lungs, distant lymph nodes, skin, bones, liver, or brain. You may hear the words ?advanced? and ?metastatic? used to describe stage IV breast cancer. Cancer may be stage IV at first diagnosis or it can be a recurrence of a previous breast cancer that has spread to other parts of the body.?

Venezuela's Chavez fighting severe lung infection

CARACAS, Venezuela (AP) ? Venezuelan President Hugo Chavez is being treated for "respiratory deficiency" after complications from a severe lung infection, his government said, pointing to a deepening crisis for the ailing 58-year-old president.

Chavez hasn't spoken publicly or been seen since his Dec. 11 operation in Cuba, and the latest report from his government Thursday night increased speculation that he is unlikely to be able to be sworn in for another term as scheduled in less than a week.

"Chavez has faced complications as a result of a severe respiratory infection. This infection has led to respiratory deficiency that requires Commander Chavez to remain in strict compliance with his medical treatment," Information Minister Ernesto Villegas said Thursday night, reading the statement on television.

The government's characterization raised the possibility that Chavez might be breathing with the assistance of a machine. But the government did not address that question and didn't give details of the president's treatment.

"It appears he has a very severe pneumonia that he suffered after a respiratory failure. It is not very specific," said Dr. Alejandro Rios-Ramirez, a pulmonary specialist in Puerto Vallarta, Mexico, who is not involved in Chavez's treatment. "It does imply the gravity of his pulmonary infection that led to a respiratory failure. It doesn't mean yet that he is breathing with a machine."

Dr. Michael Pishvaian, an oncologist at Georgetown University's Lombardi Cancer Center in Washington, said such respiratory infections can run the gamut from "a mild infection requiring antibiotics and supplemental oxygen to life-threatening respiratory complications."

"It could be a very ominous sign," Pishvaian said. He said it's possible Chavez could be on "life support," breathing with help from a ventilator, but he added that it's impossible to be sure without more details.

"He might be, he might very well not be. One can have a severe respiratory condition but not yet need a ventilator," Pishvaian said.

The government expressed confidence in Chavez's medical team and condemned what it called a "campaign of psychological warfare" in the international media regarding the president's condition. Officials have urged Venezuelans not to heed rumors about Chavez's condition.

The statement didn't point to any particular rumors but said "this campaign aims ultimately to destabilize the Bolivarian Republic of Venezuela ... and end the Bolivarian Revolution led by Chavez."

Venezuela's opposition has demanded that the government provide more specific information about Chavez's condition.

Chavez has undergone four cancer-related surgeries since June 2011 for an undisclosed type of pelvic cancer. He also has undergone chemotherapy and radiation treatment.

He was re-elected in October to another six-year term, and two months later announced that the cancer had come back. Chavez said before the operation that if his illness prevented him from remaining president, Vice President Nicolas Maduro should be his party's candidate to replace him in a new election.

This week, the president's elder brother Adan and National Assembly President Diosdado Cabello joined a parade of visitors who saw Chavez in Havana, and then returned to Caracas on Thursday along with Maduro.

"In the past hours, we've been accompanying President Hugo Chavez and taking him the courage and strength of the Venezuelan people," Maduro said on television. Appearing next to Cabello visiting a government-run coffee plant in Caracas, he said they had been with Chavez together with the president's brother, his son-in-law Jorge Arreaza, Oil Minister Rafael Ramirez and Attorney General Cilia Flores.

Chavez's health crisis has raised contentious questions ahead of the swearing-in set for Jan. 10, including whether the inauguration could legally be postponed and what will happen if Chavez can't begin his new term. The plans of Chavez's allies remain a mystery.

The Venezuelan Constitution says the presidential oath should be taken Jan. 10 before the National Assembly, and officials have raised the possibility that Chavez might not be well enough to do that, without saying what will happen if he can't.

The constitution says that if a president or president-elect dies or is declared unable to continue in office, presidential powers should be held temporarily by the president of the National Assembly, who is now Cabello. It says a new presidential vote should be held within 30 days.

Opposition leaders have argued that Chavez, who was re-elected to a six-year term in October, seems no longer fit to continue as president and have demanded that a new election be held within 30 days if he isn't in Caracas on inauguration day.

But some of Chavez's close confidants dismiss the view that the inauguration date is a hard deadline, saying Chavez could be given more time to recover from his surgery if necessary.

Aristobulo Isturiz, a state governor and leader of Chavez's United Socialist Party of Venezuela, said Thursday that if Chavez's swearing-in isn't held Jan. 10, it will be up to the Supreme Court to determine the place and date of the ceremony.

"The president has a right to recover," Isturiz said in remarks published by the state-run Venezuelan News Agency.

Caracas Mayor Antonio Ledezma, an opposition politician, proposed on Thursday that a commission travel to Cuba to determine the state of Chavez's health. He said the delegation should be made up of doctors, lawmakers and other officials such as state governors, including opposition leader Henrique Capriles.

"I'm not asking for permission to go to Cuba. I think it's our right to go there and see what's going on," Ledezma said in comments reported by the television channel Globovision. "Enough mysteries. Venezuela isn't a colony of Cuba."

Some of the brewing disagreements could begin to be aired Saturday, when the National Assembly, which is controlled by a pro-Chavez majority, convenes to select legislative leaders. That session will be held just five days before the scheduled inauguration day.

If the Odds Shark NFL scores computer is correct, all the favorites will win this weekend, but only one will cover the spread.

The machine was 11-5 SU in Week 17, but just 8-8 ATS, capping a lame year for the number cruncher. To go 4-0 this week, Houston, Green Bay, Baltimore and Seattle will have to win.

Only Seattle, a 3-point road favorite at Washington, will cover the spread as underdogs will rule the day with a 3-1 ATS mark.

The computer is calling a 34-26 final in Washington on Sunday night, despite the Redskins 7-0 ATS streak and their stoutness as an underdog (7-2 ATS past nine games in this role).

It has the Baltimore Ravens winning 27-21 at home to Indianapolis, ruining the playoff debut of QB Andrew Luck and extending Ray Lewis?s career another week.

But with a 7-point spread, the Ravens will not cover at home, something that has happened regularly as their 2-7 ATS as a home favorite proves. It would also extend the Colts? 8-0 ATS run in eight recent games against Baltimore.

Saturday?s wild card betting action sees both home teams winning, starting with a 28-27 Houston win at home to Cincinnati. The Bengals have lost four straight playoff games, but they have performed very well as a road team and as an underdog lately.

Getting 4.5 points means that Cincy bettors will turn a profit. Beware Houston?s 5-0 ATS run against the Bengals in recent years however.

Green Bay will also win, but fail to cover. A week after losing to Minnesota, the computer picks them to win 29-24 at Lambeau Field. The spread of 7.5 points means another underdog cover.

The computer picks all four games will go OVER the total. OVERs prevailed at a 3-1 clip last season on wild card weekend.

Hiring seen edging up, recovery grinds on

WASHINGTON (Reuters) - U.S. employers likely stepped up hiring a touch in December as retailers and other businesses took on more staff for the holidays, but the gain will probably not be enough to make inroads in the country's still high unemployment rate.

Payrolls outside the farming sector are expected to have grown by 150,000 last month, a modest increase from November's 146,000 job gain, according to a Reuters poll of analysts.

The employment reading, due to be released by the Labor Department on Friday at 8:30 a.m. EST (1330 GMT), is likely to point to modest economic growth despite uncertainty in late 2012 over a fiscal crisis that continues to threaten the economy.

The forecast increase in payrolls would be the most in five months, but would probably not make the U.S. Federal Reserve rethink its easy-money policies that have been propping up the economic recovery.

The jobless rate is seen holding steady at 7.7 percent in December, down nearly a percentage point from a year earlier but still well above the average rate over the last 60 years of about 6 percent.

"It's not a booming economy, but it is growing," said Jim O'Sullivan, an economist at High Frequency Economics in Valhalla, New York.

December's likely pace of hiring suggests the jobless rate will come down at a painfully slow rate in 2013, dropping to around 7.4 percent in the last few months of the year, he said.

Most economists expect the U.S. economy will only grow about 2 percent this year, held back by tax hikes as well as weak spending by households and businesses that are still trying to reduce their debt burdens.

A mammoth storm that hit the East Coast in late October will once again make it difficult to use the employment report as a gauge of the underlying strength of the economy.

The storm led to a spike in new jobless claims, but the government said in its employment report last month that the storm had no substantial impact on hiring in November.

Some economists found that conclusion hard to believe because a separate survey of households, which is used to calculate the jobless rate, showed a jump in the number of workers not reporting to work because of bad weather in November.

That suggests December's payroll figures could get a one-off boost, said Paul Dales, an economist at Capital Economics in London. He expects 175,000 new jobs were created last month.

At the same time, consumer spending has shown signs of accelerating in recent months, and retailers added 140,000 jobs in the three months through November.

"There is some evidence that underlying jobs growth has improved," Dales said.

Also pointing to strength in hiring, payrolls processor ADP said on Thursday the private sector added 215,000 jobs in December. ADP has a mixed track record for predicting the government's more comprehensive jobs report, but the data helped prompt Goldman Sachs to raise its forecast for jobs growth in December to 200,000.

Average hourly earnings are expected to rise 0.2 percent in December, while the length of the average work week is seen holding steady at 34.4 hours, the Reuters poll showed.

AUSTERITY'S BITE

Despite the signs of some momentum in hiring, a wave of government spending cuts due to begin around March loom over the economy.

Many economic forecasts assume the cuts - which would hit the military, education and other areas - will ultimately be pushed into next year as part of a deal sought by lawmakers to reduce gradually the government's debt burden.

Initially, the cuts were planned to have begun this month as part of a $600 billion austerity package that also included tax hikes. Hiring in December may have been slowed by uncertainty over the timing of the austerity, economists say.

Congress this week passed legislation to avoid most of the tax hikes and postpone the spending cuts.

Even with the last-minute deal to avoid much of the "fiscal cliff," most workers will see their take-home pay reduced this month as a two-year cut in payroll taxes expires.

That leaves the Fed's efforts to lower borrowing costs as the main program for stimulating the economy.

The Fed has kept interest rates near zero since 2008, and in September promised open-ended bond purchases to support lending further. On Thursday, however, minutes from the Fed's December policy review pointed to rising concerns over how the asset purchases will affect financial markets.

Analysts think some of the expected strength in job creation in December was due to the Fed's policies.

"Despite the end-of-year angst over the 'fiscal cliff,' financial conditions remained supportive of job growth in December," economists at Nomura said in a note to clients.

Coroner IDs Bieber paparazzo killed by car

Two days after a paparazzo died trying to get a photo of pop star Justin Bieber, the L.A. County coroner's office?has identifed the photographer as 29-year-old Christopher James Guerra.

On New Year's Day, Guerra had pulled over on L.A.'s busy Sepulveda Boulevard near the Getty Center Drive exit of the 405 Freeway to photograph a traffic stop involving a Ferrari registered to Bieber, according to the LAPD. He was crossing Sepulveda heading east, away from the traffic stop, when he was hit by a 2007 Toyota Highlander that was traveling south at about 5:50 p.m.

"It could happen to any one of us," veteran paparazzo Rick Mendoza told TODAY. "We?re dealing with a billion-dollar industry called Hollywood, and this ain?t no joke. And it is money that drives you."

And that money that might not have amounted to much. Longtime celebrity photographer Dave Allocca and multiple industry sources told NBC News that a plain shot of Bieber in his Ferarri likely would have fetched no more than $100. As it turns out, Bieber wasn't even in the car at the time of the accident.

Bieber issued a statement Wednesday saying that "hopefully this tragedy will finally inspire meaningful legislation." Miley Cyrus tweeted similarly, "Hope this paparazzi/JB accident brings on some changes in ?13 Paparazzi are dangerous! Wasn?t Princess DI enough of a wake up call?!"

Los Angeles police look over the car that struck and killed a celebrity photographer who was trying to take photographs of a Ferrari registered to pop star Justin Bieber.

Police described the accident involving Guerra at the scene on Tuesday night. "While the highway patrolman was conducting his investigation of the speeding violation of the Ferrari (that Guerra was photographing), he noticed a (white male) cross four lanes of traffic and was taking pictures of the traffic stop," LAPD Sgt. Rudy Lopez said.

"He told him to get back to his vehicle, the individual refused to, he had to order him twice," the officer continued. "Eventually the individual with the camera did turn around, walked back in the direction of the vehicle, [and] in the roadway he was struck by an uninvolved vehicle."

Guerra was taken by ambulance to nearby Ronald Reagan UCLA Medical Center, where he was pronounced dead at 6:20 p.m.

The 69-year-old woman behind the wheel of the car that hit Guerra has been cooperating with authorities, police told the Los Angeles Times. It's unlikely that she'll face charges in connection with the accident.
